Saturation describes a condition in which a material or medium has reached a particular holding capacity under the conditions involved. The meaning depends on what is being measured.
What this means at your property
Saturated air and a saturated floor cushion are different descriptions. A high room-humidity reading does not directly quantify water retained in a floor, and a wet surface does not establish the moisture state of every underlying layer.
What should an assessment make specific?
Identify the material, measurement and intended meaning of the term. Ask how the finding affects extraction, drying or replacement decisions, rather than treating “saturated” as a complete scope of work.
